Essex is an interesting comparison, but that's 1599 or 1600. Most scholars ― Malone Society, Corbin and Sedge, Eagan according to Wikipedia ― date the play prior to 1595, even if the manuscript doesn't come until later. And if the play has anything to do with Shakespeare, it can't possibly come after more competent plays like Richard III or Richard II.
